What is a personalliggare (staff register)?
A personalliggare is a staff register where you record every day who is working in the business, with name, ID number and the times they start and finish. Skatteverket, the Swedish Tax Agency, requires it in several industries. It must always be available at the premises and be shown immediately during an unannounced inspection. The purpose is to counter undeclared work.
Which industries must keep a staff register?
The requirement follows the Swedish tax procedure act and covers, among others:
Restaurants, cafés and pizzerias
Hairdressing, beauty and body care
Laundries
Construction work on a building site
Car workshops and vehicle service
Food and tobacco wholesalers
What must be recorded in the register?
The register must contain the name and ID number of everyone who is active, together with the time when work starts and ends. The details must be entered on the same day, and you as the owner as well as family members who work must also be recorded. The register must be kept at the business premises.
Inspections and control fees
Skatteverket carries out unannounced inspection visits, and the register must then be available immediately. If it is missing or incomplete, Skatteverket can charge a control fee, plus a fee for each person who is working but not recorded. A correctly kept register is therefore both a legal requirement and protection against unnecessary fees.
